City of Elgin passes ordinance modifying codes and reducing new home costs by up to $5,000

Last night the Elgin City Council voted unanimously to modify the existing building codes to reduce the price of homes. This effort started over a year ago, and was run by AHA before it shut down.

The Mayor has asked the HBAGFV Governmental Affairs Committee to continue where we left off, and come up with more cost saving measures and opportunities.

HBAGFV HUGE HIT AT IBS OPENING CEREMONIES, DEBUTING AS FIRST “OPERATION FINALLY HOME” CHAPTER

The Home Builders Association of Greater Fox Valley is the first Builder’s Association to become an official Chapter of Operation Finally Home.  With a simple mission:  Building Homes For America’s War Wounded.

John Hall Homes, will be donating the first home on a property in St. Charles, and A new committee has been formed at HBAGFV with Allen Drewes and Jennifer Streder Co-Chairing, with the mission to find a foreclosed home, or lot that can be donated to build or remodel another home.

BABASUPPORT.ORG started in Texas and built 8 homes.  We are the 9th, and hopefully 10th, 11th…  We were instrumental in them being able to proudly go national with there charity at this years IBS.  HBAGFV was mentioned over three times during the opening ceremonies, and we have helped gain 12 more nationwide chapters, and a $100,000 donation!

If you know of a property or home that could be a perfect fit for our Remodelers or Builders, let us know.  If you want to help out in any way, we are there to help facilitate it.  Unfortunately we will have a continual supply of deserving disabled Iraqi, and Afganistan War Veterans and their families that will need this help.  These homes are donated fully furnished, decorated, and 100% free of cost to the Veteran and their family.  BABASUPPORT Carefully works with the Department of Veteran Affairs and with Admiral Mullen (Chairman of the Joint Chief of Staffs) and the Pentagon to pick families that will be active members of the communities that they join.  Disabilities will run the gamut, and each family will have it’s own specific needs to fill.  The goal is for this to be a sustainable and continual effort and charity for HBAGFV to support.

We are working on a huge fundraiser with Kimo Williams of the LT. DAN BAND for this May.  We will need assistance and volunteers to help run this event.

The Fox Valley Association of Realtors is the first group to donate to this home, and we are excited to partner with them.  They donated $2,500 which will be used for the family.  All money raised will be used for homes in our chapter and area.

We will have a lot more information to follow, this is truly just the beginning of something great.

City Of St. Charles Considering Adding Fire Sprinklers To ALL New Homes and Townhomes!

The City of St. Charles tabled a decision to ammend and adopt the 2009 Residential Building Code, as well as the 2008 NEC, and the 2004 Plumbing Code. We were not represented at the original review meetings, and the Council tabled the ammendment to seek our input. Our Governmental Affairs committee (that needs some new members by the way) will be working with them to review changes, and try to negotiate our position.

One of the most expensive impacts would be the mandatory inclusion of Whole House Fire Sprinklers for homes. On top of the worst recession in 80 years, this would add thousands of dollars to each home, and be forced upon clients. Any small increment of improvement in our market will be dashed completely.

Art Wehnert, Past President of Remodeler’s Council, Current Director Meets With Congressman Foster

On Tuesday January 5th, I had the opportunity to meet with Congressman Foster of our district at his office. The Congressman’s secretary requested a meeting to discuss the current economical and employment concerns of the remodeling industry. With confirmation from the National Build PAC department, I enthusiastically replied yes to the meeting. Congressman Foster has been a highly regarded supporter of the construction industry since his recent election and a friend of the NAHB, and our conversation implies that he has and will continue to support the growing concerns in our business activities. After a short discussion on the parameters of his jurisdiction, our conversation moved to an inquiry on the pulse of the remodeling side of the construction business. I redirected the question to a broader topic by providing some points to consider on the employment statistics available. This encompasses more than just our industry, but overall unemployment in general. I expressed to Congressman Foster that a misconception of unemployment by the federal government and the state government does not have the statistical impact of the small business self employed relevantly detailed. That this large group of the American population, although not necessarily unemployed, has a distinct impact on the economy, due to reduced income capacity. Many of us might not be collecting unemployment, but if we are not contracting business, due to a depressed economy, we are not collecting income, and thereby not having the ability to spend ourselves. He understood and replied that the irony of a down economy is people holding on to their assets and not investing in themselves. I expressed that this is a major plight to the remodelers. Previous projects that were from $50-250k were being replaced by projects of $1-10k, and the completion within our overall building industry is more intense than ever. He informed me that the statistical deficiency is acknowledged and work to modify that component is in the works. I also expressed to him that the credit industry needs to go through more changes than are coming into effect. I expressed a personal view that what was called the information age has become more of the miss-information age.

Our closing discussion centered around the new concern with the addendum for the small business modification on the health care issue. This issue will drop the employer required health care coverage from a minimum of 50 employees to a minimum of 5 employees and with a minimum payroll of $250k. That would bring a lot of small businesses into a legal requirement to have to provide health insurance to the employees of those businesses of only 5 employees. This is a distinct impact on the construction industry with probably 60% of the construction businesses in effect today. It would mean more businesses going under and even more unemployment for the future. As I mentioned, Congressman Foster is a supporter of the construction industry, but strengthen our cause by being heard. Send your message through Builderlink!

First Green Building Meeting of 2010

On January 13th, we’ll again be welcoming a leading industry professional to inform us about some of the most commonly requested items in green building. Our next speaker is Larry Alport of Pella Windows & Doors, who will explain how windows factor into most major aspects of residential green building. Larry will also cover window energy efficiency and how improper installation can make even the best window inefficient.

Green committee meetings are always free and open to interested members of the community. Feel free to come and participate by asking questions and stimulating our regular green discussions that take place at every meeting.

A Big Victory Regarding Taxes and Vacant Lots!

Just an FYI in case you missed it. I think we all owe Tom Cross a vote of thanks for initially sponsoring and working to get passed an important bill for residential real estate development regarding the Real Estate taxes. A Synopsis of SB 543 is:

· SB 543 (Sen. A. J. Wilhelmi & Rep. Kevin Joyce)—Assessments for Subsequent Owners: SB 543 generally provides that, until the end of 2011 in counties other than Cook County, the assessed valuation for certain platted and subdivided property does not change if the property is conveyed from one developer to another. Under the law prior to the signing of SB 543, when the property was sold from one developer to another developer, the developer discount would be voided and the new buyer would be assessed at full value, thereby essentially making it very hard to sell undeveloped subdivision property. The purpose of SB 543 was to avoid the loss of the developer discount when the property is sold from developer to developer. SB 543 was an initiative of the Illinois Property Tax Lawyers Association. On August 14, the Governor signed the bill, which became P.A. 96-0480.
