REQUEST FOR BIDS
REHABILITATION OF NEIGHBORHOOD STABILIZATION PROGRAM
PROPERTY LOCATED AT 276 W. Harvard Circle, SOUTH ELGIN IL
The Community Housing Association of Du Page (“CHAD”) invites you to bid on the rehabilitation of Kane County Neighborhood Stabilization Program property located at 276 W. Harvard Circle, South Elgin IL.
The project will include, but is not limited to, rehabilitation under the Kane County Neighborhood Stabilization Program, of the property located at 276 W. Harvard Circle, South Elgin IL.
Attached please find specifications and other pertinent documents necessary for you to respond to this Bid Invitation.
A mandatory site visit will be held beginning at 8:00 a.m. and ending at 2:00 p.m. on Wednesday, September 29, 2010 at 276 W. Harvard Circle, South Elgin IL. Prospective bidders must visit the site during the designated time above.
All Bid proposals are to be submitted on the Bid proposal form provided entitled: “Rehabilitation of Neighborhood Stabilization Program Property Located at 276 W. Harvard Circle, South Elgin IL.”
Each Bid must be placed in an envelope, sealed, and clearly marked on the outside: “Rehabilitation of Neighborhood Stabilization Program Property Located at 276 W. Harvard Circle, South Elgin IL, ATTENTION: Scott Heinz”
All inquiries and/or questions pertaining to the provisions and specifications of the Request for Bids package shall be directed to Mr. Scott Heinz of DHK Construction at 847-687-8076.
A 100% performance and payment bond will be required from the successful Bidder. Sufficient proof of liability and workmen’s compensation insurance must be furnished to satisfy requirements of CHAD.
Equal Employment Opportunity Clause, Section 6.1 of the Illinois Department of Human Rights Rules and Regulations shall be a material term of any resulting agreement.
All Neighborhood Stabilization Program (NSP) requirements must be followed. The regulations governing NSP were published in the Notice of Allocations, Application Procedures, Regulatory Waivers Granted to and Alternative Requirement for Emergency Assistance for Redevelopment of Abandoned and Foreclosed Homes Grantees Under the Housing and Economic Recovery Act, 2008. The successful respondent shall comply with all codes, ordinances, rules, statutes, laws and regulations of the Village of South Elgin, State of Illinois and U.S. Department of Housing and Urban Development, as they apply to all residential Construction or Rehabilitation projects.
The Community Housing Association of Du Page reserves the right to reject any or all proposals, or parts thereof, and to waive any technicality, informality or irregularity in the proposals received, and to disregard all nonconforming or conditional proposals or counter-proposals and to hold the proposal for ninety (90) days from the opening date set forth above. The Community Housing Association of Du Page further reserves the right in its sole discretion to award the proposal to the most responsible Proposer whose offer best responds in quality, fitness and capacity to the requirements of the proposed Work or usage and therefore is in the best interest of the Community Housing Association of Du Page.
